now i have several volumes in the scratch pool that could be used:
why does bacula require that particular volume when it is unavailable and not
select an available volume from the scratch pool?

Apparently if Bacula knows there is a tape in "Recycled" state in
the pool it refuses to consider recycling other tapes, no matter
if the already recycled tape is actually available.
Unfortunately that discussion ended out without any results.
It looks like this behaviour is considered normal.
