you might have thought the options were a comment.

The command is supposed to be:

./configure -with-mysql

You have not specified either --enable-client-only or one of the
supported databases: MySQL, PostgreSQL, SQLite3 or SQLite.
This is not permitted. Please reconfigure.

There are 3rd party bacula packages for Ubuntu, just search for them.

Bacula itself is included in most Ubuntu distros, but is usually a
slightly older version.
