That's something you can configure.
You can set up maximum times jobs may stay stalled or running. This is
discussed currently, so have a look into the "jobs getting canceled
again" thread to see some of things to consider.
You can also set up job concurrency, so even if a (limited) number of
jobs is stalled, the others can run in parallel, but you'll probably
need several storage devices and pools for this to help against
unavailable volumes.
