Is there enough time for them all to complete?  You have to hit a
wakeup when you don't already have the max concurrent jobs running to
start a new one before the blackout time.    You might need to move
the backuppc_nightly time to after your blackout time.   Also if your
disk space is marginal it might run some backups, then quit until the
nightly run clears some space.
