As I recall, cygwin-rsyncd is a bundle of rsync from cygwin, plus cygwin's
"run as service" executable.  So, you'll want to replace those things from
a modern version of matching cygwin files if you want to use that method
of rsync -- I'm not aware of anything else in the cygwin-rsyncd package
that you'd be "using this last version" with.

The more modern version of rsync is used here with vshadow, if you're
looking for a package:  http://www.michaelstowe.com/backuppc/   Note,
however, that it does require pre and post user command scripts to engage
shadow copies.
