After changing the TOPDIR variable, you need to copy the files from the original backup location to the drive that you want to backup to using the following command: cp -a -R .......
Also make sure your permissions are correct.

I set the XferMethod to rsync. I excluded /mnt/sdb/backups from the backup.
How do I set up the hardlink?

Do you have the folder /mnt/sdb1/backups created and with the necessary permissions?
This is how I have mine, which is mounted at /Backups/BackupPC:
