I am guilty of writing all of the above.
jLib.pm should be put in the same place where Lib.pm is which on
Fedora is:
           /usr/share/BackupPC/lib/BackupPC
The executables (.pl) can be put anywhere you typically store your
executables.
One option is /usr/local/bin
Another would be ~/bin
Or anywhere where you want as long as you specify the path to them
