to clone the disk you can use northon gost (even if i don't like closed source sw :-D) or clonezilla
http://clonezilla.org/ or mondorescue http://www.mondorescue.org/
But all these solutions require that you power off your win pc/server, and boot via cdrom/usbkey/lan a specific live distro to do the job.
Once the hd is cloned, you can reboot the win os. Then you can backup the image so created with BackupPC (or anything else).
Of course, you could try to write a shell script that automates all the steps above, but i think it's not the better way.

that use shadow copy win utility to access to all win files (and registry).
