I am actually successfully backing up Windows 2003 Servers over public internet connections, using ssh tunnels and rsync.
What are you really concerned about? I do not have any troubles with Windows, nor with NTFS filesystems...
I sincerely can't answer about your first point (OpenFiles/VSS) and about some other points I really didn't care about...

I recently found BackupPC and like what I see.  A few questions though….  Most of these are related to backing up on a Windows ServerWorktation.  Which of these can BackupPC satisfy?

                                Compression

                                Local Backups

                                Ghosting/Image Level Backups Images (Can be separate Application – Remote Triggered)

                                Brick Level Updates

                                E-Mail Notification of Success/Failure

                                Exchange Support

                                Resource Efficient

                                Support for Server 2000 -> 2008R2 and Desktop XP -> Windows 7
