You need to configure the web server to do authentication and log is as 
the backuppc admin user (someone in $Conf{CgiAdminUserGroup} or 
$Conf{CgiAdminUsers}) to see everything.

Or set $Conf{CgiAdminUsers} = '*' to let everyone have full access.
