Ubuntu 9.04, Backuppc 3.1.0 with cygwin-rsyncd-2.6.8.0

I installed rsync on a XP Pro box as local admin and not with my domain 
account. The error I'm getting from Rsync on the XP box is " password mismatch" 
I have reset the password to doulble check that I didn't fat finger it.  
secrets is avaliable to system only and rsync is sunning as a service. 

What am I missing here?
