When I view the "Errors" of a particular backup, I see this line:

Remote[1]: rsync: send_files failed to open
"c/WINDOWS/system32/c:/Windows/system32/config/system.LOG" (in
windows): Device or resource busy (16)

I think it should be:

Remote[1]: rsync: send_files failed to open
"c:/Windows/system32/config/system.LOG" (in windows): Device or
resource busy (16)

Is this a bug in BackupPC or rsync?  Have I misconfigured something?
