It can't delete a full backup if there are incremental backups between
it and the next one. Backup 4, 5, 6, and 7 are stopping backup 1 from
being deleted. You need to reduce the IncrKeepCnt values, probably to 0.
Hopefully that will stop ALL incremental backups.
