I'm almost positive that BackupPC is not active because I'm backing up about 7 shares per host and when I look in the backuppc data directory to see how much has been backed up I see that not even half of the first share has been backed up. Even if backuppc was running for a day and a night. And what's weird is that I never had this issue before.

When backup pc runs with multiple shares on a host, each share is
dumped in order, but the process is left as a zombie child untill ALL
ahreas for the host are dumped.

Are you really sure that there is no active child process that is a
sibling of the zombied processes?
