The big difference is in network bandwidth use which may not matter if 
everything is local.  However, tar incrementals simply take files with a 
timestamp newer than the last run.  They will not note deletions or 
catch old files in new positions under renamed directories.  Rsync 
incrementals compare the directory contents and will pick up these 
differences.
