amrecover cannot determine tape device

Using amanda 2.5.1p3...

When I run amrecover I have to issue the "settape" command
to tell it what device I have.  The tape device is properly
specified in the configuration and the back up works fine.
This is a regular tape drive not a changer. Why does amrecover
require the settape command?
