Yes, you use the FILE: device, and there is a matching changer for it too.
The effect of changing tapes when using the FILE: device is done by 
manipulating a pointer link in the root of the partition being used for 
these virtual tapes.  An ls -l of my setup looks like this, although its 
been quite a few days since I've run it as I'm still fine tuning a new 
FC6 install on this box.
