i've tried and i get the following error
[root@server sbin]# su amanda -c "./amtape backup backup16"
bash: /root/.bashrc: Permission denied
amtape: no tpchanger specified in
"/usr/local/amanda/etc/amanda/backup/amanda.conf"
should i use amlabel instead of amtape?

If you are sure there are no valid dumps on tape number 16 because the
i/o error occurred while writing the first file, you can just remove and
re-add the tape from amanda's pool:
amrmtape <yourconf> label16
amtape <yourconf> label16
amanda will claim this tape before all others.
