new .amandahosts entry on Server now looks like this:

localhost amanda
localhost.localdomain amanda
backup amanda
client1 root

what must an entry in /etc/hosts.allow look like?

Are you running amrecover as root?  You should be.  And, thus

you need an entry for root from the client in the server's .amandahosts 
file.

You also need to make sure that hosts.allow on the server allows amindexd 
and amidxtaped from the client.
