I don't know the ins and outs of skip-incr, no-incr, full-only, ...

I only know I tried it for several of my nearly static file systems
and it did what I wanted, only dumped them once, at level 0,
per dumpcycle.  The other days I get this type of entry in my
email report:

  butch /export 1  178550  67632  37.9  1:07  1003  1:07  1003
  butch /images 1 SKIPPED  -----------------------------------
  butch /opt    1   19740   4450  22.5  0:22   199  0:05   946


/images is one I have set for skip-incr.
