My amrecover tells me:

Usage: amrecover [[-C] <config>] [-s <index-server>] [-t <tape-server>] [-d 
<tape-device>]

So it would work with:

amrecover -d /dev/st0 ....

If you roll your own binaries, you could configure your sources with

configure --with-tape-device= /dev/st0
