and be owned by root.

$ ls -l runtar
-rwsr-x---    1 root     bin         50980 Oct  9 15:13 runtar

Did you do "make install" as root?
Are the programs on an NFS mount and did you forget to add options
that let suid-bits work over nfs and not to map root to nobody?
