Check the archive to be sure, it has come up before.

If the valid arguments are the same, possibly configure --with-gzip=".../bzip2".
Not certain though.

If that does not work, you might be able to create a gzip wrapper that 
transforms
the args and calls bzip2 then point amanda to that.
