Well there's your problem.  The "file:" driver did not exist prior
to 2.4.3.  (Not 100% but only 95% sure here).
There is no "ammt" either, I suppose.
Install 2.4.4p1, and try again.

Does "man amanda" on your system have a section "OUTPUT DRIVERS" at
all?
