You have defined 'changer.conf' as your changerfile but ...

... you seem to put 'chg-multi.conf' file as your changerfile.
For tapeless operation should be 'chg-multi.conf' defined
into amanda.conf file.
Of course you need to label your tapes first using
/usr/local/libexec/chg-multi -slot advance
/usr/local/sbin/amlabel normal normal-0xx slot xx
