Now that you mention it, did you look at the bottom of the list:

        20030220 000004 reuse
        20030219 000003 reuse
        20030218 000002 reuse
        20030217 000001 reuse
        20030212 000040 reuse

Tape 40 has not been used since much earlier than any other tape
in the tapelist.

Did you perhaps reset things between 2/12 and 2/17?
Amanda seems to want to use tape 40 or a new tape.
