This is the exact message when using tar i receive:

I 've created a file /u03/.amanda.excludes on the
server sfin-ux2 containing
./oradata/DEBG8

and I 've modified the definition of root-tar to look
like this

define dumptype root-tar {
    global
    program "GNUTAR"
    comment "root partitions dumped with tar"
    compress none
    index
    exclude list ".amanda.excludes"
    priority low
}

I use the entry below in disklist
sfin-ux2        /u03                    comp-user-tar

and comp-user-tar in amanda.conf is 
define dumptype comp-user-tar {
    user-tar
    compress client fast
}

with user-tar like
define dumptype user-tar {
    root-tar
    comment "user partitions dumped with tar"
    priority medium
}
