AFAIK yes, shurely someone set the physical writeprotection of the cartridge.

* Is amanda trying to label the tape? Why: we already labeled it

amanda rewrites the label every time it overwites a tape.
that is the first action she does on the tape.

* Is this critical?

yes, more or less. No data was written to the tape as it was writeprotected.
amanda will probably insist on using this tape in the next run again.
