I think that you have to specify to amrecover where is the amandaIndex
with the flag -i and also where is the tapeserver with the flag -t.

so you should write something like 
amrecover <config> -t <tapeserver> -i <amandaIndex>

Amanda Index is defined in the configuration file !!!
