This would appear to be a bug, so submit it to IBM as a bug.

The doc (Administrator's Guide) is very clear on this issue. "The server
can preempt server or client operations for a higher priority operation
when a mount point is in use and no others are available, or access to a
specific volume is required." It then goes on to list Restore as a
high-priority operation that can preempt Backup among other
lower-priority operations, for either a mount point or a volume.

Preemption SHOULD work similarly to, and at the same speed as, CANCEL
PROCESS. Preemption should happen as soon as the backup of an object
(which could be large) is completed. Then the BACKUP STG command should
be cancelled to allow the Restore to have access to the resources it
needs. I have watched a Reclamation process get cancelled by a Restore,
sometimes to my surprise ("Where did it go?") until I discovered the
Restore which preempted it.

Yet another proof of the value of the Administrator's Guide manual. You
can find this - sort of - in the online doc, but a direct search does
not bring it up, and it's broken apart into pieces so that it's
difficult to gain a comprehensive understanding. This is a very specific
case where the Administrator's Guide manual is very much superior to the
online web-based doc which sort-of contains the same information. Keep
and update the Administrator's Guide!
