You're absolutely right. As soon as all data has been expired the node
disappears from the occupancy table. I didn't realize that.

It was my understanding that there was only an entry for a file space in the
occupancy table if it had a non-zero number of objects stored on the server.
If this is true then you probably need something like this:
select node_name from nodes where node_name not in (select node_name from
occupancy)
