[ADSM-L] Problems with web restore 7.1.3.0/.1 client on Windows 2012 server

We recently updated our Windows 2012 server to TSM client 7.1.3.0 - that is
used as the front-end for backing up CIFS mounts.  There are over
30-schedules/nodes running on this box.

We had a used call since they can't run a restore via the CAD/GUI.  Upon
investigation, we are seeing these errors every time you hit RESTORE in the
web/GUI.

We tried updating to 7.1.3.1 eventhough none of the listed APARS were
remotely close.

Yes the box has been rebooted numerous times with no difference.

Since the problems started after upgrading from 7.1.2.2 to 7.1.3.0/1,  we
hope to be able to go back to something that works, line 7.1.2.2.  I know
you can't downlevel major release levels.  Will this effect going from
7.1.3.x to 7.1.2.x?  If so, we have a major problem.

Further investigation into 2-other servers we upgraded to 7.1.3.0 show
assorted crashes/dumps on a daily basis so 7.1.3 is having major issues.

Suggestions?
