From the v7.1 AIX server installation manual:

Restrictions:
v A single server cannot be both a hub server and a spoke server.
v Each spoke server can be assigned to only one hub server.
v Each hub server requires a separate instance of the Operations Center, each of
which has a separate web address.

But the admin picks the name. Couldn't I create one account for the HQ OC
instance that connects to all the servers and one account per branch office
that connects only to the local branch office instance?

I don't know why that would not work.
