To allow migration to onsite tape.

If it is not collocated by filespace, only one migration process will fire.
Hope to change this soon when I upgrade from 6.3.4 to 7.1.x.

But if enough volumes are in the filling state this is not a problem and
may I ask why use collocation on a filepool?
