Hi Tom,

This APAR looks to be applicable to your scenario.
The fix, per the link below, is slated for 642 and 711.

With the fix, once you specifically have VMENABLETEMPLATEBACKUPS NO
in the options file, the template is not processed and
not counted as inspected or failed.
