I think this would have the desired effect on backup copies of files that still 
exist on the client system, including backup copies of older versions of those 
files. The proposed change would not affect management class assignments for 
backup copies of files that have been deleted from the client system.

A user wishes to bind all files except .pst files to a new management class 
with more ample retention settings.  What's the best way to do this?  Is it 
sufficient to bind all .pst files to a second management class --to keep them 
from being bound to the new management class?

Something like this:
include ?:\...\*        ample-mc
include ?:\...\*.pst  meager-mc
