A couple of older FTP sites are still around but are no longer getting updated. Its very confusing. 

try public.dhe.ibm.com, specifically for the mac 7.1.0 client

ftp://public.dhe.ibm.com/storage/tivoli-storage-management/maintenance/client/v7r1/Mac/v710/7.1.0.0-TIV-TSMBAC-Mac.dmg

using safari, I get a message that the share is not found on the ftp site.

tried the command line ftp client, but doesn’t work well with voiceover (mac 
screen reader).
