I found the solution to my install problem.

TSM requires several RPMs to be installed to use the graphical
installer. Apparently it is very picky about which versions of those
RPMs are installed.

We had some of those at newer versions than what was specified. We ended
up removing them and then installing the correct versions. Once that was
done the installer worked as it should.

I'll post the fix when I figure it out or get it from IBM.
