You didn't provide any detail about your environment.

In earlier versions of the TDP for SQL, at least, the SQL Server had to
restore the backup metadata objects to query backups because it didn't keep
local or centralized copies of that data the way Oracle does (with control
files or a RMAN catalog database).  So best practice is to keep all TDP SQL
metadata backups on fast-access storage pools (DISK, FILE or VTL) so there is
no appreciable delay (from tape mounts or seeks) in restoring the metadata
objects.

The TDP for SQL documentation describes this and gives examples of how to
configure include statements to direct the metadata backups to a suitable
storage pool (which you have to set up first).
