I'm doing some exporting (server-to-server), and using SUSPEND and later 
RESTART EXPORT.

Does the restart "re-inventory" the node to find changes in the nodes 
filespaces?

Via Q EXPORT F=D I see it is "Identifying and exporting eligible files" for a 
while, then switching to a "running" status.

If it does a totally new inventory, then an export normally concluded would be 
complete and ongoing exports could use the FROMDATE parm.
