I'm not sure, but could it be down to the name of the CAD you installed in step 
1? It looks like you terminated the service name with a space between the 'DRM' 
and the double quotes, so maybe the space became part of the name but it 
wouldn't have been evident in step 2.

In step 3 you specified the partnername without the space so maybe the partner 
service couldn't be located because the strings didn't match?
