I have found solution - just put nest line into tdpsql.cfg:

VSSPOLICY GEN-DB-PROD * * TSM MSSQL

Subject: TDP for MSSQL management class

TSM Server 6.3.3.100, TSM Client 6.4.0, TDP for MS SQL 6.3.1
MS SQL backups are coming to domain default management class.
I have tried next include statements from dsm.smp (it was successfully used on 
TSM Server 5.5.6 with older version of TDP for MS SQL):

INCLUDE "\...\meta\...\*"     MSSQL
INCLUDE "\...\data\...\*"     MSSQL
INCLUDE "\...\meta\...\log*"  MSSQL
INCLUDE "\...\data\...\log*"  MSSQL

It does not work. I think because all TDP for MS SQL are coming to filespaces 
\SqlServerWriter\...... instead of ...\meta\... and ...\data\....
I have tried to change to:

INCLUDE "\...\SqlServerWriter\...\*"     MSSQL

but it did not help as well.

What is a right way to specify management class for TDP for MS SQL backups?
