you misread, it reads:

Restriction: You cannot restore a server database from a secondary Tivoli® 
Storage Manager server if the following conditions are present:
        • Data is stored on virtual volumes
        • The connection is protected by SSL (Secure Sockets Layer)

so, only if you use SSL, you can't restore. Fortunately, you can edit the 
devconf to disable ssl and change the server LLA so you can restore. Nothing 
new.
