It's also possible that a necessary volume was in use by another process or
restore.
As Ullrich said, run the reclaim again. Or you can use "Move data" for the
volume.

message ANR1163W is issued at the end of an offline reclamation process that
ended before all data could be "moved" to a new copypool tape.
Mostly, you'll get this message if the reclamation process was started using
duration parameter. You may run the reclamation process again. - And check for
messages just before ANR1163W.
The data is taken from primary storage pools.

Shouldn't a reclaim of a copy pool get the data from the corresponding primary
pool if all the tapes besides the current one is marked as offsite.
Error message during reclaim:
ANR1163W Offsite volume A00018L5 still contains files which could not be moved.
(SESSION: 3848, PROCESS: 41)
A00018L5 status is Full/Offsite.
