Reclaim of a copy pool will read the data from any available primary pool if 
the copy tape is not available.
When I have seen that problem I have found a bad primary volume and usually end 
up restoring from the copy.
I suspect if you check the log from the previous few minutes you will find a 
volume that has an error.

Shouldn't a reclaim of a copy pool get the data from the corresponding primary 
pool if all the tapes besides the current one is marked as offsite.

Error message during reclaim:

ANR1163W Offsite volume A00018L5 still contains files which could not be moved. 
(SESSION: 3848, PROCESS: 41)

A00018L5 status is Full/Offsite.
