If the DOMAIN statement is used in the client options file (dsm.opt) or in
a client option set, then adding another option "domain -systemstate" will
indeed exclude the systemstate.

If the DOMAIN statement is not already used in the client options file or
in a client option set -- that is, you allow it to default to ALL-LOCAL --
then you will need to specify "domain all-local -systemstate".
