Try this, see if you get a different result:

checkin libvol ts3200 search=bulk status=scratch checklabel=barcode waitt=0

If that doesn't work, please copy the messages from the server activity log and 
post them here.

We had try to use the following commands to checkout or checkin the tapes to 
the I/O station.  There is not errors occurs, it just did not move the checkout 
tape to the TS3200 I/O station or move the checkin tape from I/O station to 
other tape slot.

checkin libvol ts3200 seach=bulk status=scratch checklabel=barcode

checkout libvol ts3200 &vol remove=bulk checklabel=yes
