The speed has somewhat been the same and nothing has changed.  We are using 
Falconstor Virtual Tape Library w/ Deduplication occurring on the appliance.  
No Dedupe within Tivoli.

Has it always been slower than you want?
If not, what has changed?
What VTL do you have?
I asusme LAN Free?
