TSM calculate space remmaining in each directory.
by cons, it is preferable to pre-allocate volumes.
Furthermore, it should not create too large volumes.
In our case, we have 500 volumes of 20 GB, which makes it easier to reclaim.

If you have a Device Class of type FILE with multiple directories,
how does TSM decide which directory to allocate new volumes in?
The Admin Guide simply says that TSM decides, but gives no more
idea than that. In a bunch of searching I've found no real explanation
of the decision process (least amount of data, least full directory,
round-robin, number of volumes,
alignment of the stars).
