Just to supplement Frank's response, you can also use TSM itself to get
help on messages, commands and options:

Information about the new ANS4089W message can be found by running:

   dsmc help ans4089w

Information about the new CREATENEWBASE option can be found by running:

   dsmc help createnewbase
